After Paul baptized about twelve men into Christ, the apostle did something else for them,
“And when Paul had laid hands on them, the Holy Spirit came upon them, and they spoke with tongues and prophesied. Now the men were about twelve in all” (Acts 19:6-7).
This demonstrates that for people other than an apostle, they had to have an apostle lay hands upon them that they might work miracles, such as speaking in a tongue, a language, they had not previously known. What a marvelous thing that was!
